For starters, have the FBI investigate the CIA and have the CIA investigate the FBI.
That is a good idea. I’d also have the adviser that’s coming in for this intelligence review to have US military investigators at his disposal who can work independently investigating both the CIA and the FBI with full access to all information including email telephone and personal records.
