Any competent IT department should be able to pick up the messages and attachments if it is done over the Government network.
I would think they could be charged with espionage if they don’t supply the keys.
Misappropriation of funds in any case: you can’t use government equipment for unauthorized activity.
Chances are, they’re using some sort of commercial application. Which likely has a backdoor, and the NSA has the keys.

Yup! And you just know they will walk out with all the data!! They have probably subverted the data accounting system that tracks data access by each user. All should be immediately fired. Any failure in the system post firing should be met with criminal indictments to all the relevant parties. Find the immunity talkers and rip that subversion network wide open.
Unfortunately, Signal may be the best encrypted message app out there.
