Trump team discussing border wall with Army Corps, Interior Department

President-elect Donald Trump's transition team is engaged in active discussions with the US Army Corps of Engineers and Interior Department to begin planning a wall along the Mexican border, including how specific environmental laws could get in the way, CNN has learned.

A US official with knowledge of a visit last last month to the Interior Department -- which oversees most federal lands and major environmental laws -- said the transition team was particularly interested in finding out "how long it would take" to build the wall given potential legal obstacles.

"It seems clear they were trying to size up the environmental laws that may be obstacles to building the wall," the source said.

Another US official told CNN the Trump transition team has also reached out to the Army Corps of Engineers' Southwest Division, that has previously built border security fencing, to determine what previous fencing cost and how it was constructed. The team also asked Interior several questions, including how much wall would be needed, in an effort to determine a solid number of miles of wall necessary to secure the southern border....

There are local, state and federal laws on the books that would protect endangered species and air and water quality. But one environmental law expert says what the Trump transition team could end up using language in the REAL ID Act that Congress passed in 2005. The law includes a provision that allows the secretary of Homeland Security the power to waive all local, state and federal laws that the secretary determines is an obstacle to building walls and roads along US borders.



Solution to areas “incompatible” with continuous hard barrier construction, ie. "environmental concerns" animal migration etc.

Construct a series of two story concrete block houses.

Climate controlled living/cooking/showers upstairs, 5 bay garage, shop and holding cells downstairs.

Construct a paved covered “carport” along the back (away from the border) with four “ready” ATV’s equipped with a mounted M249.

All agents staffing the blockhouses are issued M4s and Glock 21s.

On the (flat) roof of the building have continuous observation and defensive positions around all sides.

A 30 foot tower on top of each blockhouse for HD, FLIR cameras, communications and cell antennas.

HD optical zoom cameras controlled and connected to PC’s in the living quarters running motion detecting software.

FLIR cameras are likewise controlled and connected to displays on large screens for constant observation.

Have vibration and magnetic detection sensors distributed to the front and between each blockhouse that will alert the detection position in the controlling PCs.

Link all blockhouses with TSOA, TIGR or SUDA like data sharing so any single blockhouse “outage” will not affect the links with the other blockhouses across the border.

Construct one blockhouse every half mile in all areas "incompatible" with hard barrier construction along the border.

If a particular area becomes overwhelmed with too many crossing attempts, begin hard barrier construction between the blockhouses. Open areas are only allowed directly next to the blockhouse and they can be closed off with barrier gates if needed.

Continue the hard barrier construction between the blockhouses until the problem area is under control.

This system will allow total control of the border as there will be no location further than 1/4 mile from a blockhouse.

Rotating shifts could cut back on how many personnel would be needed and in periods of low activity there might only be one or two Agents in every other blockhouse.

This concept would only be necessary when there is a REAL hazard presented to the environment, endangered species and air / water quality, whatever, by the presence of a contagious wall or 2 – 3 layer fence.

Environmental laws were somehow sidestepped for the border fence that has been built. It was called a waiver and appeared as if by magic while the libs were wringing their hands about this and that could not be done. A real journalist would know that has been done before and in fact that waiver may still be in effect, if not then simply need another one.

Good idea to give the Corps something useful to do for a change instead of being the EPA’s bitch.

What the Corps has become after building the Pentagon, Manhattan Project, War Plants, Dams, Harbors and Navigation Systems what they have become is deplorable.
