In theory after a great deal of expense, and effort, probably a total of over 350 dollars, you may get to avoid the call that allows you to purchase a firearm. I completed most of the requirements, but the UT permit is cheaper, and frankly Government has already gone way beyond “shall not be infringed” so I elected not to participate.

That was the question, not the basic permit you are talking about.
