Is it still a chimp? I think the answer depends on whether it can still procreate with a regular chimp. It's one of the defining differences between species. If it can't, it's a different species; if it can, then it's just a unique breed, although one produced by accelerated intervention rather than selective genetics.
That's just a rough delineation--I'm aware that there are some exceptions, like mules.

Mules and hinnies are not new species, though, any more than ligers and tigons are new species of big cats.

I agree. Just look at the range of creatures we call "dog", mostly generated through "natural" pairing.
