Military families get a housing allowance that keeps rents higher than they would be if the full amount was paid by the renter. I am not calling this a good thing or a bad thing, but does this mean these military subsidized housing must be smoke free also?

As it should be. I recall being at Malpensa (big airport near Milan, Italy), and the "no smoking" rule was widely flouted. No big deal. Stupid rules should be flouted. It's healthy and encourages a spirit of independence.
