Re Arizona/Federal supremacy. You beat me to it.

I don’t think it would take long for a test case to arise.

The problem I foresee is that the case might yield a result like, “Yes, the Federal government is supreme in immigration matters, but it has no right to cut off funds, because these are unlinked matters.” In other words, Congress would have to pass some law linking the carrot and the stick, and then that would come under some constitutional challenge. I don’t know on what grounds, but I’d guess the left could find some.
