It is a true statement. Whichever party owns the legislature in the state (i.e., Republicans or Democrats) does the district lines. Been that way for a long time.

Your statement is true, but the article shows it's bias by implying that it mainly occurs in those “conservative states”. Sort of funny since the word Jerrymandering goes back to MA in 1812...
