This is not a gaffe. The part of his brain not yet affected by syphilis is still pretty sharp.

Bill is actively seeking an unconstitutional re-election through his sham marriage to the Beast. As Hillary said in the debate, “Hey things were pretty good in the 90s under my husband.”

What the sink emperor is really saying is “Ah think we ought to go back to the model we developed in 1993 that mah brilliant wife Hillary proposed. We can bring the roaring 90s back, maybe hire a few chubby interns to sit on mah lap, and it’ll be just like old times...”

Bill Clinton never had any strong ideological commitments, which on the one hand means that he's an insincere opportunist, but it also means that he's a pragmatist who (unlike Obama) was often willing to support policies that actually work.

Most of Bill Clinton's worst liberal excesses were generally Hillary's brain children. Bill himself could just as easily have been a moderate, Bush or Romney-style Republican (at least on fiscal and foreign policy), and nobody would have really noticed the difference.
