A “pre-pardon” would be a first, but it would be absolutely no different from the unprecedented, dictatorial Executive Orders emanating from the White House over the past many years.

Tell that to Richard Nixon and Gerald Ford when Ford gave Nixon "a full and unconditional pardon for any crimes he might have committed against the United States while president."
