In the US, it is close to 50%.
And that doesn't include public employees at all levels, 50% of those are, in effect, on welfare. That is the percentage of people who pay no taxes, and/or get refunds on no taxes paid, or get free utilities, rent and food, or actually earn only 20% of their paycheck for value of work actually done.
