Take ObamaCare. How many GOP hopefuls campaigned on repealing the serially flawed legislation? Yet without controlling the White House, there was nothing a senator or congressman could do about it.

Rubbish! Article I Congress still possessed the power of the purse and there was at least one Senator who thought something "could be done about it."

Can’t do anything because they had no desire to do anything. I imagine that it probably does not bother them much since the congress and their staffs are exempt.
