The White House put Congress on notice Friday morning that it will be sending lawmakers a bill to implement President Barack Obamas landmark Trans-Pacific Partnership agreement a move intended to infuse new energy into efforts to ratify the flat-lining trade pact.
The move establishes a 30-day minimum before the administration can present the legislation, but the White House is unlikely to do so amid the heated rhetoric of a presidential campaign in which both major party nominees have depicted free trade deals as massive job killers.
Friday's notification is the clearest signal yet that the White House is serious about getting Obamas legacy trade deal the biggest in U.S. history passed by the end of the year, as he has vowed to do despite the misgivings of Republican leaders and the outright opposition of a majority of Democrats in Congress.
Striking a defiant tone, Obama predicted at a press conference last week that the economic centerpiece of his strategic pivot to Asia would pass in the lame-duck session, saying hed like to sit down with lawmakers after the election to discuss the "actual facts" behind the deal, rather than toss it around like a "political football."
"We are part of a global economy. We're not reversing that," Obama said, describing the necessity of international supply chains and the importance of the export sector to U.S. jobs and the economy. "The notion that we're going to pull that up root and branch is unrealistic."

'If they like their jobs, they get to keep their jobs'?
Obama and the elite he works for despise the rest of us.
Peggy Noonan’s piece is really good today.
Maybe 40 years ago.
Light it on fire in the chamber
-—Despite the ‘misgivings of Republican leaders’-—
And I have my own misgivings that any Republican ‘leader’ is opposed to TPP.
The choice is simple. TPP or AMERICAN SOVEREIGNTY?
In my book, anyone who wants to say the Black One is free to do so. Plenty of hatred for whites going around. Has nothing to do with KKK. Has EVERYTHING to do with freedom of speech.....remember The First Amendment!
The main thing is it guarantees the LOSS OF AMERICA’S SOVEREIGNTY! That’s enough reason to kill it.
Those are fighting words and hate speech. Heeling America. Unfortunately that sentiment is shared by the majority in congress and the many many imposters on Free Republic. The vast majority of Americans do not want TPP.
No doubt, most Republicans will support it.
The take away here is that a desperate Obama thinks Trump will win. He knows that the Stroke Maven will pass TPP despite what she is spewing now.
Does it contain an apology for voting for obama? Just wondering.
Someone should warn Obama that President Trump is coming...
It’s infuriating how hundreds of “representatives,” few who have held real jobs, even fewer who have signed a paycheck on the front side, present themselves as experts on the economy. Their promises of great programs leading to great results usually result in personal wealth growth and many unintended consequences to the rest of us.
In our Banana Republic? Surely you jest...
You would be amazed if you knew what fraction of bills are drafted outside of Congress. For constitutional purposes, "originate" is the act of dropping paper in the hopper. This is always done by a Congressman.
Bush's war crime tribunals law was drafted by the White House.
Exactly! Clinton will push TPP, she is only pandering to Sander voters right now.
Hell no.I knew what BHO was when I saw who his pastor was.
My point is that America has been drifting for most of the past 35 years.
Exactly, we knew what he was all about. Peggy should have known ... instead, she went all school-girl giddy over zero and went on to vote for him to fundamentally change America.
So, I’m just wondering if she’s ever written about how wrong she was.
