I used to live in that area. I still have friends in that area. The transit system there has had many problems.
I know one good friend, who used to commute via Metro, but she gave up, and bought a small car instead. Service has been so unpredictable, and the Metro fares are somewhat costly. She made the comparison, and decided driving a small car was better use of her time and money.
Well, adding this on top of other issues, will perhaps cause ridership to decline further.
