This is nothing new. When I infiltrated SHARE over a year ago with my frien Maurice NewHope, himself a formerly homeless man and a conservative libertarian activist (thanks mostly to his being homeless and dealing with being on welfare I might add) we were told we could not call 911 for any reason, we were forbidden to talk to the police, we had to do everything through SHARE. If they didn't want to, too bad tough luck.
Maurice in fact told me that there was a fight at the share shelter at St Johns Lutheran church and the EC in charge said they were going to let it go. The other guy had a bloody nose and he was told if he called the police he would be permanently barred from all of SHARE.
Meanwhile doing so much as missing a chore or swearing or making too much noise is punished with worse! WORSE! AND THIS IS PAID FOR WITH OUR TAXES!!
The Share bums are still camping out at the county admin building, they still want more money, I got an email from one of the city council members, they told me they have met with them but wont cooperate. ENOUGH IS ENOUGH! GET THESE BUMS OUT!

Thank you for sharing your suggestions on how to solve the Share Wheel issue. I staff human services and public health issues for this office. Council member Herbold recently met with SHARE/ WHEEL and is supportive of their efforts to address some of the issues, like case management that you have raised. Council member Bagshaw chairs the Human Services and Public Health Committee whose purpose is to provide policy direction and oversight and to deliberate and make recommendations on legislative matters relating to: human services, homelessness, child care, aging, and disability services; local and regional public health; and Law Enforcement Assisted Diversion (LEAD), which allows law enforcement officers to redirect low-level offenders engaged in drug or prostitution activity to community-based services; and film and music activities.
