I once read “tradition” described as: A solution to a problem that worked so well people forgot what the problem was.

Perhaps eliminating the tradition results in a return of the problem.

”Tradition” like that can develop very quickly. I had occasion to travel daily to a hospital in NYC, a completely unfamiliar road to me. After a few days, I was driving along in the left lane and thought, “I really should cruise in the right lane.” I changed lanes - and was rewarded with a drubbing of the undercarriage of my car, running over potholes that I did not consciously know that I knew were there.
As to the assumption that reasons for doing things are always clearly known, I also refer to a short which appeared in the Readers’ Digest a good while back.
The writer informs us that he had, during WWII, gotten himself the assignment of surveying battle damage to airplanes after battles over Europe. He was asked by a sergeant what he was about, and he explained.

His inquisitor asked why he was doing it and he replied that when they knew where the planes were getting hit, they might consider putting armor there. The sergeant replied, “Son, planes get hit everywhere, and you’re only looking at the ones that got back. You find out where they got hit, you put your armor everywhere else."

Another way of saying that it is easy to misdiagnose the problem when you are only looking at a part of it - and that is usually the case.
