In Mexico, you have a mostly European Spanish upper class and a mostly mestizo or Indio (of various tribes) underclass. There isn't any sense of common culture, common cause or any kind of solidarity between them.
In fact, the ruling "Blancos" are eager to dump as many Mestizos and Indios on our side of the border as they can because offloading their surplus population is the only thing that prevents mass riots and Chavez-style Leftist revolutions. It's also necessary to keep down the number of ordinary street criminals and gangsters in Mexico.

As best as I know there is a difference between a race and ethnicity. Mexican is an ethnicity just like Irish, Italian etc..
