That may be true. However, if one files a report as discussed, those serial numbers are recorded as stolen. So when you are harassed by the cops, and they see that you are in possession of stolen firearms, you're going for a ride. And can expect a lot of unpleasantness between that time and when you can try out the defense that you mentioned. Then more unpleasntness while explaining why you haven't stolen from yourself.
