If youve been watching the news over the course of the last 24-48 hours, youve no doubt seen the reports about Russian SU-24 attack planes buzzing the USS Donald Cook (DDG-75). This happened first on Monday, then again on Tuesday. At least one of the so-called simulated attacks saw the Russian fighters fly just 30 feet above the ship.

The question is: Why would Putin do this?
The answer is: Because he can.

And .. the comment I heard was that as soon as the aircraft SAW the SHIP, they changed their flight pattern ..???

If the Russians did not know the ship was there, then their aircraft are pretty stupid.

The information implicates Putin's ruling entourage and thus Putin himself. That might actually cause his massive popularity at home to slip a bit. He autocratic rule and unchallenged authority depend partly upon his carefully crafted image. To chick away at that image is viewed as direct threat to his rule.
Putin believes that the bank leak was a USA led black operation. He may be entirely correct as the leak seems to have implicated the Russian and Chinese oligarchy in particular. The Russians have quickly responded with their characteristic disinformation campaign while China has blocked all internet access to stories about the leak. Those responses can be viewed as a measure of the seriousness that each regime accords to this threat.
Both the Russian and Chinese regimes have long conducted deep cyber penetrations of US government and US businesses. Both provided direct aid and protection for Edward Snowden who has caused massive harm to US intelligence gathering effort and to US interests.
The embarrassing bank leak could well be payback and a shot across the bow. It demonstrates that the US can play the same game. Putin, in turn, seems to have authorized his own response literally across the USS Donald Cook's bow.
All the news programs I watched that covered this story failed to mention why the US ship did not retailiate. It begs the question why since the planes came so close.
What would they do in the event of a real attack? Just Rope A Dope it and take their hits?
The purpose of the US ship is to show the flag, support allies, and to gather information. It is not to get into a hopeless fight that could lead to a much boarder and deadly conflict.
Why do drunks try to drive fast - cause they can but in the long run, it is suicidal and the same for Putin.
I am pretty sure that if the Russian was armed and locked on, the captain would have reacted and the jet would have been toast.
I saw the article about our ship in international waters. 70 miles from the Russian coast.
But there is no mention about the pravacation of being so close to Russia. And the International water the Russians were flying in. The air there is free so why not fly there.
US is just a crybaby. Put some ice on it and all will be well.
When Trump is President—Russia and the USA will be allies, looking forward to good vodica, good caviar, and Russian Dancers. Both nations need each other—we both have many of the same enemies. Screw Europe and China. Trump and Putin can cut up the world into zones of Influnce for all I care.
I was out on deck on board the USS Harlan R. Dickson (DD-708) off the coast off Norway one fine spring day in 1968 when a Russian Bear bomber buzzed us.
The guy standing watch on the after deck gave us a "heads up" that a Russian bomber was headed our way, and about a minute later, one did. Flew over pretty close, then kept on going.
A few minutes later the watch told us he just got a message that the bomber had crashed, and we had to divert course and go search for any survivors.
A couple of days later we pulled into Bergen, Norway, where I saw an English language newspaper describing the incident, and talking about the rumor circulating that the plane might have been shot down by a US warship.
That was us. Nothing ever came of it, but what can I say - Cold War Follies.
It would be a real shame if the jet had an “accident”.
According to CBS, the USS Cook cancelled training operations that day because of the Ruskies.

Hmmm. We might have been in the same “flotilla”. I did a Med/North Atlantic from 1/68 to 6/68. USS Lester DE-1022. I remember a crash during our venture in the upper reaches of the North Atlantic. Must have been the same plane. (Were they Badgers of Bears. Can’t remember.)
And, it was a Bear if I remember correctly.
It seems to me that in unfamiliar waters such as they are in, some tethered weather balloons could be launched. You know, just so that no one is surprised by a storm. The fact that it fills the air with steel cables is immaterial.
