When I was in the Navy pot use was common, rampant even. During the Cold War it was not uncommon for all the working spaces to reek with it.
Oh, and tattoos too...it's been part of Navy culture since before there was a USA.

Whose navy were you in? I retired after 26 years in 1990 with no tattoos. Any idiot who failed a urine test was immediately grounded from flight duties and booted.

We served about the same time frame ... Blackshoe Navy is Different than Brownshoe (obviously with your S-2 experience you had an opportunity to confirm my statement)
Early 70’s when I first showed up Surface Navy one of the first questions meeting the folks in my Division I was asked “Do you smoke dope?” answer “No” reply was “You will” That was before Urinalysis.
Went Brownshoe after that first hitch and it was exactly as you reported, Zero Tolerance fixed a lot.
