Presumably, any government has the right to levy a tax on anything they want.

Um, no they don't. Maybe in Canada they do, but not south of the border!

However, the right to levy taxes does not give government a right to call “carbon” (by their interpretation really meaning “carbon dioxide”) as a form of “pollution.”


Actually governments define stuff all the time, otherwise laws wouldn't have proper effect. Most sections of law have a subsection (the first or second one) that lays out definitions for terms used in that part of law. They may use the wrong definition, but whatever definition they use is how that word is defined for that section of law.
