He called him out after he took a ton of heat from ordinary people questioning why he would go along with this. He only called him a liar in an attempt to save face.
He was impeached partly because it was easy for the establishment to ditch him. Why? Because most individual members of Congress despised him and Republicans refused to defend him. He resigned because he was told that many Republicans would vote to convict in a Senate trial. The people loved him, his congressional colleagues did not.
