The attack on Dresden destroyed 115 factories, and the key rail hub for Germans retreating from the Soviets. The orders given the airmen are a matter of historical record: destroy the industrial base, deny the administrative functions roofs over their head.
Hiroshima was the headquarters of the 2nd army and the marine headquarters, as well as a major industrial port. It did also demonstrate to the Japanese that the war was unwinnable, but not because we thereatened to anaihilate the Japanese population, but because we would completely cripple Japan industrially and militarily. We could have bombed Tokyo, but we chose a target whose military/industrial value was much higher relative to its population.
