Did he have to be ‘naturalized’ to get citizenship? That is a very specific process that emigrants have to do. Did he? No he didn’t. He got citizenship without it based on having parents who were citizens. If you don’t have to be ‘naturalized’ then you are already natural born.

Naturalized at birth is a statute-created privilege. Natural born citizenship does not require any act of Congress.

Statutes conferring citizenship is naturalization. There is no requirement in the Constitution defining the manner in which those statutes confer citizenship.
