Neither Obama nor Hillary are under God's (YHWH) protection per se. He is using them as part of the Judgement that He is bringing on America for turning away from him, in much the same manner as Judea turned away before the Babylonian Captivity.

But I detect that you main problem is with the apparent triumph of evil over good. For that we have Psalm 10.

YHWH is in command. It will end the way His Word says it will end, because it is His Word that holds the world together and guides it along the Path of His Plan.
