Here in New York, the typical “scam” for Police and Sheriff is to have the guys nearing retirement work maximum overtime, while giving the newbies fewer hours - thus increasing their last two year’s average pay, for much higher pension calculation purposes.

My estimate is that most police departments in most municipalities has some form of a pension spiking scam.
