Yes, they can.

An applicant can file a motion for declaratory relief without naming parties. The court can issue a ruling on law with only the applicant.

Again, NO THEY CANNOT..

1) You cannot use the court to immunize yourself from a lawsuit.

2) You have to get the Supremes to hear the case. You are still talking about actions two levels below them.

IT IS NOT POSSIBLE.
