Far too much of this story reeks of BS from all sides of it. As your original article says, these boats are not without support, mutual if nothing else, nor do they skirt borders. This story simply doesn’t have enough public information to warrant any conclusion other than “not enough information”.
The story works like their video stunt from Benghazi. Plus, no civilian actors involved - everyone’s military and can’t say a word for fear of severe punishment.
