I don't think Clinton knows what the hell she was talking about. Her handmaiden, Huma Danger says that Clinton gets "confused" a lot. Some people call it being drunk.

We also have to remember that she had a concussion and probably never did that “protocol” thingy. She does say “I don’t recall” and “I can’t remember” a lot. Huma said last week the Clinton is confused quite a bit also. Probably not the type who should have her finger on the nuclear button.
