That would, I think, help mobilize those pockets, but an EMP strike would be limited geographically - one hit wouldn't affect the entire country. That said, I think you're on to something.

Ironically, it may not start in conservative leaning areas.
Lots of angry inner city blacks these days. It is a powder keg.
All it would take is for the rioters to expand their area of destruction to include the surrounding middle class and upper class areas. People in those areas would not tolerate their cities and property being looted and burned and would likely fight back.
Lets hope that this never happens.

The WH is priority one but we will have to have some people in Congress who aren’t just utter idiots/traitors.
A more realistic scenario in this electronic age is a computer hacker hacking a big city's welfare office and stopping hundreds of thousands of EBT cards from being reloaded for a few weeks.
Now that would cause a war among the ferals and spread out quickly.
