Republicans WILL pass it by backing themselves into a corner and making not passing it require 2/3rd’s vote and it will mean a Government shut down. Yes that’s right, they’ll use both tricks to get this one thru. Ryan is probably meeting with Pelosi as we speak to make the necessary arrangements.
