It is a painting not a photograph. You don't know what the artist was looking at when he painted it.I agree with you there. I don't know who it is, but I've been trying to demonstrate that I know who it isn't. My closest guess is an older depiction of Cornelius Vanderbilt, early railroad magnate, but I don't even think that is correct:
