Got to be Sam Houston! We have his portrait in our den, it’s Sam!Now that looks possible; but I'm skeptical. Sam Houston appears to have a longer flatter chin, a wider nose and a different brow:

It is a painting not a photograph. You don't know what the artist was looking at when he painted it.
