I find it hard to see the motive of planting drugs on an innocent person

Arrests and convictions look good on an officer's record.

If that is the case, and a perverse incentive exists for cops to arrest the innocent, then we should see this occurring all over the country and across all racial groups (e.g. Black officers would be planting drugs on whites, Asians on Latinos). Does not make sense...
