Highly unlikely . I don't think that these fishing boats or the severed feet with tennis shoes found washing up on the NW shores of the US have anything to do with Fukushima or the tsunami.
As for these boats, it sounds more like North Korean defectors who got lost and starved to death (and given the choice of starving to death in North Korea or ending up in a prison camp or taking a chance of dying at sea - I'd take the chance) or they might have been tracked down taken out by NORK agents or pirates or Muzzies or Muzzie pirates or they were just plain old North Korean fishing boats (and by the article, the boats were old and primitive not modern fishing vessels - "made of wood and are old and heavy" and are evidently North Korean given the lettering on the boats and other evidence) and that they got lost at sea and they all starved to death.
The two bodies with missing heads? Cannibalism? I mean if I'm going to have to resort to eating a co-worker, I really don't want the head around looking at me with accusing eyes or smiling at me sort of like a Chinese "turkey".
