It's still brilliant though. Let's say many of these moochers DID move to a neighboring state. Eventually those states feel the pinch and are forced to adopt similar measures. Eventually the free rides dry up completely, at which point I suggest this, with a big sign that reads GET OUT!

I think I remember when Cities would give vagrants (as they were called then) one way tickets to another city. Think it worked too.
Today a vagrant, hobo, etc. are now known in PC as hapless HOMELESS.
