Are you serious? The real question should be why isn't this national news?
There are these sick jerks in every culture, every country, every town, city and village...but they don't all get front page news. It's probably EXACTLY what he wanted.
My father told us WHERE not to go in our city.
And where NOT to go alone.
And, if I had to go to those seamy parts of town (where our live theater is) then I always brought a BIG boyfriend.
He was very handsome and HE got invitations from the hookers ALL THE WAY TO AND FROM the theater. I was safe; he wasn't.
