Yes. if Obama wants something it is almost always wrong for the US.
The article never once said Milosevic was great, it merely suggested he was the lesser of the evils who addressed a threat (although more aggressively than he should have) that the rest of the world refused to see.
And a lot went into making Srebrenica, not just Milosevic.
