Because Boehner has just outmaneuvered the anti-Boehner forces in Congress. Boehner realized he did not have enough votes in the Republican Party to survive a challenge to his speakership in the coming week/s before the voting for the Federal Budget. To keep the GOP critics from challenging the Federal Budget proposal and vote, Boehner was going to resign today and then hold a vote in which his supporting Republicans can vote him right back into the chair as Speaker of the House once again, thereby publicly humiliating and quelling the Republican revolt against him and the Federal Budget proposal. When Boehner discovered there were not enough Republican votes to be reelected as Speaker, he instead went ahead with the planned resignation as before, but he postponed it until the end of October. The end of October date of resignation is designed to delay his resignation long enough to promote the Democrat’s federal Budget proposal while also buying time to perhaps regain enough Republican votes to be reelected as the Speaker. If Boehner is still unable to gain enough Republican votes to be reelected Speaker by the end of October by popular Republican demand, then he can move forward with his resignation while claiming he chose to resign rather than being voted out of the Speaker’s Chair. Meanwhile Boehner would still have gained additional time to push through the Democrat’s Federal Budget and prepare to have one of his faction’s members elected to replace Boehner as Speaker with the same agenda.

It is up to Boehner’s Republican foes to derail Boehner’s scheme.
