An informal survey of people using EBT cards in front of me at the supermarket check-out lane tells me that two thirds of them are buying food I can't afford and a majority of those are driving away in vehicles I can't afford. Most people from around the country tell me that my experience is typical, not exceptional.
I saw it a few times in California. There is no doubt it happens.

Someone here wrote about being behind an Hispanic woman at Walmart who had had 2 full carts of food. She pulled out several EBT cards from different states. Some were empty but, she would just swipe another one until her food was paid for.
