reply to A: That is true, to an extent. There is a thriving black market for SS numbers here in the southwest, and most of the databases that are tracking all of those programs are not linked. A few months ago the local news in Phoenix ran a report on a Phoenix woman whose SSN was being used by SIX different people to receive government “benefits” (4 in Arizona, 2 in Colorado). None of the .gov systems that were authorizing these allotments were linked.

They don’t even have to use fake numbers. Pop out a kid here and they are eligible. The card is issued in the illegal parents name for the child. That’s why everyone thinks illegals are receiving benefits. The problem is the illegals benefit from the children’s benefits. It’s not like they eat separate food. If one kid is American born the whole illegal family qualifies for section 8. If the child is receiving cash benefits because of the parents low income it is issued in the illegal parents name.
The illegals may not be legally receiving benefits but they are by proxy.

Another way around is the parents apply for welfare for an anchor baby, a citizen. That "citizen" gets the full welfare treatment; Section 8 housing, food stamps, cash assistance, utilities, Medicaid and the rest of the family tags along for the ride.
Another scam is the fed gov classifying the illegals as refugees or asylum seekers making them eligible for all benefits. That's the majority of the "unaccompanied minors" and family units coming in the border surges from Guatemala, Hondouras and El Salvador.
