Eagles will eat carrion and scavenge when it is available, but they are also very skilled predators. FWIW, all predators if given the opportunity will scavenge or eat carrion. Yes, even lions and tigers and bears, oh my. :),

The Bald Eagle is a diverse feeder, being part predator, part scavenger & part carrion-eater. Their preferred prey is fish, which is taken both alive & dead, but they will also take birds (mainly waterfowl & seabirds), mammals, reptiles & invertebrates. They will also feed on carrion & Bald Eagles are regularly seen scavenging for food items in human waste areas.
Thanks for the info on Bald Eagles, they are awesome creature to watch them hunt and good to look at to boot and they pose for a pretty mean postage stamp as well! :)
