There is no cause of action against the government. The government has no affirmative duty to protect any individual, nor does it have an affirmative duty to keep dangerous people, animals, disease, etc. out of public. It also has no duty to inform the public of danger.

It takes on these roles, but it would be unwise to think the government performs these functions in good faith, or well.

You’re correct. Except her family can sue the Bejesus out of San Francisco for NOT contacting ICE like they’re required to do so.
