It's an economic issue Danny.
Government should not be ACTIVELY involved in providing jobs for people, it should get out of the way so that a Free, and Fair market can flourish and provide jobs. This is the approach of Ted Cruz.
This is where Huckabee falls down. He is a Big-Government solutions guy and instead of taking the limited, small government solution to this problem, more often than not, Huckabee will try and legislate away the problem.
Anyway, jobs is an economic issue, the impacts of not having a job, from a spiritual perspective, yes, it is a social issue, and I guess from a corporate perspective, could be considered a social issue.
But I still would counter that stating that the JOBS issue is a social issue is a re-classification by you to support your candidate.
