So why would any states incur the cost and headaches of trying to set up their own exchanges when they could simply use the federal exchange instead?

Because the Obamacare statute clearly said that they wouldn’t get Obamacare subsidies unless they set up state exchanges.

Good question, which I don't have an answer to, other than possibly the corrupt 'rat states wanted their own piece of the gubmint exchange money.

That's a key reason why states with Republican Governor's opted out of building their own exchanges and instead deferred to the Federal Website.

It really didn't make sense for ANY state to build their own "exchange" unless they were chasing the federal $$$ associated with building and running the exchange.
