Defense attorney Lindsey Haugen said Anderson wasn't guilty because North Dakota state law doesn't define a Zamboni as a vehicle. I would think that a better argument is that a hockey rink is not a public road.

And if it is a roadway, someone needs to be sued for allowing all that ice on it! A person could slip.

There is probably all sorts of case law that broadens the meaning of “public road” to be anywhere the judge wants it to be. Especially your own driveway, but also parking lots.
