What percentage of Blacks are inner-city ghetto rats?
There must be some decent rural/suburban people out there.
There is. A retired black couple lives across the street from me. A black family lived next to me before I moved here.
It's not a racial issue, it's a cultural issue. However, there is so much overlap that race is commonly used as a proxy for culture.
The problem is that BECAUSE race can be used as a proxy, too many people automatically assume that it's a racial issue.
