Rush is talking about the unfairness (From a book) of the Black death rate compared to the White death rate and how it affects elections for Democrats.

There are 1.3 million abortions in America each year and 37% of those are Black abortions. (I've read that 70% of all Black pregnancies end in abortions)

Regardless, the Black death rate is due to White America.
