Those are day laborers-not panhandlers. I’ve seen them out here in BFE at the Home Depot and the lumber yards-they are looking for contractors and subs like me who want to hire day labor-and they work cheaper than most America laborers.
This Latino makes it a practice never to hire illegals-I do not break the law, and there are enough willing workers in this rural area who are native-born Americans-but a lot of contractors do hire them, so there are always a lot of them at the home improvement stores and lumber yard-in the parking lots, early in the AM, when we contractors buy supplies for the days’ jobs...

I hope he’s not referring to busking. I’ve seen busking among several different ethnic groups (including an Inca band) and I’ve always enjoyed it. Isn’t it a universal form of survival?

I remember when we used to walk across the bridge between Brownsville and Matamoros heading to the Old Market and as soon as you hit the Mexico side the bridge was lined with beggars but they were always very old people. We drove through Mexico some 40 years ago and every little town had kiddos wanting to sell us Chicklets gum. As I do remember though, all the little boys were clad in spanking clean white shirts which were tucked in and dark slacks and all wore a belt. Always amazed me as to how the kids managed to stay so clean looking. Street vendors galore but they were all selling something, not begging.

"Panhandling" is so last century. Around here (SF Bay area) it's what a lot of kids (even some affluent ones) do after school in lieu of a job. It's called "spanging" now, a portmanteau of "spare change."
Portmanteau: also called a blend in linguistics, is a combination of taking parts (but not all) of two (or more) words or their sounds (morphemes) and their meanings into a single new word.
