Probably both. As far as strategic/economic importance, Kosovo sits on a lot of mineral wealth, that was part of Soros' interest in the region.

There was also an ideological side to it, the internationalists made an example of Serbia, basically saying "this is what happens to you when ethno-nationalists in Europe get too uppity and try to stand up to us" (they were willing to indulge Albanian ethno-nationalism to do so, since they perceived the Kosovars as significantly weaker and less of a threat - I wonder what they would have done if the Kosovars had the upper hand)?

It was also probably partly done as a gesture of goodwill to the Saudis, who were funding and arming the KLA at the time.
